1. The art or science of government as concerned with guiding or influencing governmental policy  toward
    extraterrestrial-related phenomena and extraterrestrial beings
2. Exopolitical actions, practices, or policies
3. The exopolitical opinions or sympathies of a person
4. The total complex of relations between the human race and non-human, intelligent beings.

Michael Salla, founder of the Exopolitics Institute, gives two, complimentary, definitions:

1.Exopolitics is the study of the key individuals, institutions and political processes associated with  extraterrestrial life.

2.Exopolitics is the study of the political implications of the extraterrestrial presence on Earth.
 

The Wiktionary defines 'exopolitics' as the art or science of government as concerned with creating or influencing policy toward extraterrestrial phenomena and extraterrestrial beings.

Alfred Webre 'invented' the word exopolitics and describes it as the study of political process and governance in interstellar society.

Exopolitics, the new political science of outer space, is the science of relations between our human civilization and other intelligent civilizations in the Universe. Like all models, Exopolitics provides a path for minds to go where they  had not ventured before. Since its first formal expression in the year 2000, the Exopolitics model has provided an accelerating interface between human and advanced Extraterrestrial societies. The degree of conscious interaction and cooperation among human society and advanced, ethical Extraterrestrial civilizations will be a determining factor in a positive human future. In our era, Exopolitics – the science of human-Extraterrestrial relations - may function as a new survival science for humanity. The age-long exopolitical quarantine of Earth appears to be ending. A first step through this quarantine is a public interest diplomacy mission to the peaceful, ethical intelligent civilization.

The PRG website was created to support, enhance and acknowledge the 60-year effort on the part of thousands of men and women to expand our understanding of phenomena associated with the presence of extraterrestrial life forms in our world.

These courageous individuals have devoted major portions of their life, for little or no compensation, to pursue truth in the face of ridicule, denial, disparagement and subversion. They have lost careers, friends, spouses, financial security, and in some instances their lives.

With few exceptions they believed the scientific understanding of the world we inhabit must never be the sole purview of the state. They refused to accept a purely patriarchal relationship to their government and live in a society in which the most implicative knowledge of our time is only available on a need-to-know basis. They understood that knowledge is power and power corrupts..

The Paradigm Research Group will be an instrument to accomplish the following:

Provide a portal to the issues for scientists, journalists, political administrators, teachers and students who desire to  research the parameters of this phenomena at the highest level possible with the skills they possess.

Introduce a metaphor (the Paradigm Clock) which can focus the population in general on the events taking place in

Acquaint the public with the people who are acting on their behalf as researchers and activists with respect to this phenomenon.

Establish a forum where the brightest and most prescient thinkers of our time will publish their thoughts on the possible nature of the post-paradigm world. How will the human race re-address its understanding of history and self? What will be the parameters by which we interact with non-human intelligent species? What structures, policies, institutions, laws, religious interpretations and life decisions are we likely to implement? Aside from what is likely, what should we implement?

Like a jury empowered to assign guilt or innocence because they have reviewed the facts in structured form, a growing number of researchers and activists who have examined the massive evidence in support of the extraterrestrial hypothesis have reached a verdict. It is not whether there is an extraterrestrial intelligence engaging the planet, it is what are we going to do about it.
